Man Murdered 26 Elderly Women By Posing As Social Service Worker, Arrested

A 38-year-old man who targeted and murdered at least 26 elderly women between 2011 and 2012 has been arrested in Russia.

Radik Tagirov, nicknamed “Volga maniac,” was listed as a long-wanted serial killer and was arrested by the law enforcement officers Tuesday from the city of Kazan in southwestern Russia. Tagirov got the nickname because most of his murders were committed in 12 different cities along the Volga river.

Tagirov admitted to the police that he targeted elderly women, between 75 and 90 years old, by posing as a social service or utility worker. After gaining access to their apartments, he strangled the women with his hands or other objects and stole valuables and money.

Police released a video Tuesday that showed Tagirov admitting that he committed the murders. He did not specify the number of murders or when he committed the first one. 

When asked about the motive behind the first murder, he said it happened spontaneously. “I wanted to eat. I lived partly on the street,” he added, reported CBS News. He said he chose to strangle them as he believed it was “quiet, fast and painless for them.”

Tagirov also told investigators that he picked his targets randomly from nearby markets or shops and sometimes, he gained access to their homes in the pretext of helping them with their bags, reported CNN. “Sometimes they invited me in, sometimes I talked them into it.. then I strangled them from the back and held until they fall asleep,” he said.

Police used DNA evidence and shoe prints collected from the crime scenes to identify Tagirov. He was a mechanic in Kazan and was previously convicted for theft. He reportedly committed his first murder in 2011. The investigators soon found several murders with a similar pattern in the city the same year.

Investigators said the actual number of victims could be up to 32. The sole survivor of the murder series was a blind woman who could not describe the attacker. In 2017, the federal investigators had promised a reward of 3 million rubles ($40,000) for any information leading to the suspect.

Police credentials intact for former officer who pursued women he arrested

EAST GREENBUSH — A former East Greenbush police officer kept his law enforcement certification after allegations surfaced three years ago that he had pursued women he encountered in the course of his official duties — including a woman in her 20s who had sex with the officer in his patrol car hours after he arrested her for shoplifting, according to internal police records.

The case exposes the loopholes that remain four years after the state amended its police certification regulations to prevent officers who are under investigation for misconduct, including potential criminal charges, from resigning or retiring from a department — and avoiding a disciplinary investigation — so they can seek employment at another law enforcement agency.

In the shoplifting incident, the 33-year-old former officer, Matthew C. Wyld, was alleged to have had a sexually charged conversation with the woman as he drove her to the police department following her June 2017 arrest at a Walmart. After she was processed at the police station and given an appearance ticket, he drove the woman back to her vehicle near the Walmart. Along the way, she sat in the front seat of his patrol car, and Wyld allegedly put his hand down her pants and fondled her during the ride.

According to police records obtained by the Times Union under a Freedom of Information Law request, Wyld contacted the woman later that night and they met behind a Holiday Inn while he was in uniform and still on duty. They allegedly had sex in and “on the hood” of his patrol car as he had promised her they would earlier that day during her arrest.

In another incident a few weeks later, Wyld was alleged to have used Facebook to contact a 17-year-old girl he encountered during a traffic stop the prior evening, when he and another officer approached a pickup truck being driven by the teenager’s boyfriend. Wyld, according to text messages later obtained during an internal investigation, commented on the girl’s “great smile.”

“I’m too old to be hitting on you, hahaha,” Wyld wrote after asking the teenager whether her boyfriend was there. “Not illegal but you prolly (sic) don’t want some ole guy flirting with you. … I do have to say you def don’t look 17 or 18. … I thought your face and physical attributes looked older. … Put it this way, if you were in a bar I would have totally hit on you.”

The internal investigation of the former officer had never been made public, and the misconduct allegations were never forwarded to the Rensselaer County district attorney’s office for review. The state attorney general’s office, which learned about the officer’s alleged misconduct from an independent source more than a year ago, subpoenaed the department’s files on the matter but has not pursued a criminal case, according to law enforcement sources and town officials.

Alleged ‘porch pirate’ arrested after wearing same clothing to courtroom

A South Carolina man was arrested on Friday after he showed up to court wearing the same shirt he had worn to steal people’s packages the same week, authorities said.

Police say they were made aware of the incident when a community member posted surveillance footage of the suspect in the Goose Creek Resident Group on Facebook on Nov. 10.

“Beware of this porch pirate!” the post begins. “This is around noon today in The Oaks. Notice the empty Amazon package in his hand. It is something he stole off a neighbor’s porch and threw the empty package in my trash can (dumb crook) – and then stole the package off my porch (all on camera) and stuffed it in his backpack, with whatever else he had stolen in the neighborhood. He was with a second person also on a bicycle. Police have been notified.”

Authorities confirmed they were able to identify and arrest the man the next day after he showed up in a South Carolina courtroom wearing the exact same shirt he had worn to steal people’s packages.

“Remember seeing the post on the left?” remarked the Goose Creek Police Department in a statement posted to Facebook on Nov. 13. “Well, sometimes people actually do make our job easy. This guy decided to come into our courtroom the day after the first post was made and lucky for us he was even wearing the same shirt. We are happy to say he is in custody.”

Police have not released any additional details about the arrest and have not confirmed why he was in the courtroom to begin with or if his appearance had anything to do with the stolen packages.

Authorities say the best way to keep packages safe is to request a signature upon delivery so they aren’t left at the door. If that’s not possible, police suggest having your package shipped to a neighbour or relative who will be home or to use curb-side pickup.

Massage specialist arrested in Stockton rape investigation

Authorities in San Joaquin County said they arrested a sexual predator Tuesday following a lengthy investigation of a massage specialist in Stockton.

The San Joaquin County Sheriff’s Office identified the suspect as 53-year-old Emiliano Canada-Vargas. Authorities said Canada-Vargas was taken into custody after investigators served a search warrant in a residential area in the 1900 block of East 9th Street in Stockton.

Canada-Vargas was arrested on suspicion of rape by force or fear and touching a person intimately against their will for sexual arousal, according to San Joaquin County Jail records. He was being held on $540,000 bail and is scheduled to appear in court Thursday.

The Sheriff’s Office said Canada-Vargas was well known in the Hispanic community for his “gift of massage” despite not having any formal training. A number of victims have come forward, but investigators believe there could be more.

“At this time we have several victims that were very brave to come forward,” the Sheriff’s Office said in a Facebook post. “However, Canada-Vargas has been in this business for approximately 30 years and people come to see him from all over. We believe there may be other victims.”

Authorities are asking anyone with information about the case to contact Detective Arreola at 209-468-4425. Callers can remain anonymous.

Man arrested in connection with massacre of Mormon women and children in Mexico

A man has been arrested in connection with last year’s massacre of nine Mormon American-Mexican citizens on a remote dirt road in northwestern Mexico, officials in that country said Wednesday.

The man, “Alfredo L.,” was detained in Ciudad Juarez, the Mexican city across the US-Mexico border from El Paso, Texas, the Mexican attorney general’s office said.

He “is a member of a criminal organization with a presence in the north of (Mexico), and is likely a participant in the events that occurred” in the November 4, 2019, killings of the three women and six children in Mexico’s Sonora state, the office said.

The man is being charged with homicide and organized crime, though no details about what led authorities to believe he was involved in the deaths were immediately released.

The announcement of the arrest came exactly one year after the massacre happened.

The women and children — dual US-Mexican citizens and members of an independent Mormon community in Sonora state — were in three vehicles well outside that community when attackers opened fire on them in two separate locations, authorities said. One of the vehicles was about 10 miles behind the others.

Eight other children survived the assaults, including a baby found in hidden in one vehicle, and a 13-year-old boy who walked about 14 miles back to the Mormon community, La Mora, to seek help.

Though the victims had different last names, they all had ties to the extended LeBaron family in Mexico.

Mexican authorities last year said they believed drug cartel members, long a driver of violence in the country, committed the massacre. No arrests were immediately made in the month of the attack.

Authorities last year offered various theories as to why the shooting happened, but no single definitive explanation was released.

Founder of Salt Life Clothing Line Arrested After 18-Year-Old Woman Is Found Dead in Resort Room

Authorities in Florida have arrested one of the co-founders of the Salt Life apparel brand, charging him with manslaughter for allegedly fatally shooting an 18-year-old woman inside a hotel in Riviera Beach.

Michael Troy Hutto, 54, was detained on Friday on allegations he killed Lora Grace Duncan, whose body was found Thursday morning in a room at the Hilton Oceanfront resort on Singer Island.

Hutto, according to online records, is being held without bail. In addition to manslaughter, he has been charged with a firearms possession violation.

The arrest of the man who coined the phrase “Salt Life” for enthusiasts of water sports and activities took place outside a hospital in Jacksonville.

Hutto was arrested as he left the hospital, where he had been treated for an unknown medical emergency.

Police say Hutto did not resist arrest.

Hutto founded the Salt Life clothing brand with several Jacksonville-area friends in 2003.

The company’s customer base consists mostly of those who enjoy boating, surfing and fishing and the company’s stickers are widespread in car windows.

Over the weekend, Salt Life noted on its Facebook page that Hutto sold his share of the business in 2013, and is no longer affiliated with the brand.

Police were sent to the hotel Thursday to check on Duncan’s welfare, finding her body around 11:30 a.m.

The teen died from a single gunshot wound.

Police have not said if Hutto and Duncan knew each other.

Hutto was wearing hospital scrubs and no-slip socks when he was taken into custody, the Florida Highway Patrol said.

Police have not released how Hutto, the founder of Salt Life clothing, is connected to Duncan or whether they had a relationship.

According to Salt Life, Hutto is not involved in the company anymore after selling it several years ago.

Film producer David Guillod arrested in new sex assault case months after he was accused of drugging, raping women

David Guillod, a film producer behind popular action flicks like “Atomic Blonde” and Netflix’s “Extraction,” was arrested on suspicion of sexual assault just months after he was accused of drugging and raping at least four women in Santa Barbara.

The 53-year-old filmmaker was taken into custody at his home in the Sherman Oaks area of Los Angeles Wednesday night after a woman reported him to the LAPD earlier this month. She told authorities Guillod had sexually assaulted her during an “evening meeting” on Oct. 21, according to a police statement.

The Hollywood executive was out on bail when the alleged incident occurred. He surrendered to authorities in June and was hit with 11 felony counts, including rape, kidnap and rape of a drugged victim.

The charges stem from encounters with four women — one of who was Guillod’s assistant — in 2012, 2014 and 2015.

Guillod was the head of Primary Wave Entertainment, a talent agency, until actress Jessica Barth accused him in 2017 of sexually assaulting and drugging her five years prior. Her case is among the four currently being investigated by the Santa Barbara authorities.

Guillod, who has also previously been accused of sexually assaulting and drugging an employee during a 2014 retreat, remained behind bars on Thursday. His bail was set at $5 million.

He was most recently an executive producer for the 2020 Netflix film “Extraction,” featuring Chris Hemsworth, Anthony Russo, Mike Larocca and Joe Russo. Guillod is also well-known for executive producing 2017 1/4 u2032s “Atomic Blonde” which starred Charlize Theron.
